Regional economy

Kaluga Region is one of the most dynamically developing regions of the Russia Central Federal District. Over the years the Region has been leading in terms of industrial growth, the volume of attracted investments, the growth of effective yield of the population, the level of technologies being introduced.

According to official data from the Federal State Statistics Service, the Region ranks 2nd in manufacturing output per capita among the regions of the Central Federal District, in construction volume of residential buildings per 1000 people. The Region ranks 3d in the Central Federal District in average monthly wages and production of industrial products per capita. It demonstrates one of the lowest recorded unemployment rates in the country.

According to the ratings of socio-political and economic organizations, Kaluga Region is consistently included in the group of regions with a high level of socio-political stability, is among the top 20 constituent entities of the Russian Federation in terms of quality of life and the top 15 regions in terms of scientific and technological development. In the National Rating of the investment climate, the Region ranks 7th among 85 constituent entities of the Russian Federation.

The comfortable business environment created in the Region contributes to the development of industrial clusters, increasing the competitiveness of output products, creating new promising sectors, and developing human capital.

The economic policy pursued by the Government of Kaluga Region is aimed at a balanced solution of two main tasks:

      1. strict observance of social obligations to the population, improving the quality of life of each resident
      2. strengthening the economic independence of the Region and creating conditions for further growth

The main strategic areas in development of Kaluga Region have been devised in accordance with the Strategy of socio-economic Kaluga Region Development until 2040. They are focused on the implementation of the Decree provisions of the President of the Russian Federation dated 07.05.2018 No. 204 "National goals and strategic development objectives of the Russian Federation until 2024", Decree provisions of the President of the Russian Federation dated 21.07.2020 No. 474 "National development goals of the Russian Federation until 2030", the Spatial Development Strategy of the Russian Federation until 2025 and sectoral federal strategic planning documents.
